The way you phrase it kind of just makes me feel like you think Bro shouldn't have been hired and that's a little... offputting. You do bring up a valid point that yes, this should have been addressed sooner. But the fact is it hasn't and I'm working on addressing it, so I'm not... really sure what to say. This isn't something I just feel like implementing, because it's such an ingrained part of Bro that just having him stop feels like it would be OOC. Which is why I'm making it an IC thing.

I'm also a little unsure what you mean about the Snape comparison, because I don't feel like Bro's bullied anyone lately? So... that part confuses me, since I feel like he's leaps and bounds better than he used to be in that regard and hasn't bullied anyone. So... I don't know how to take the Snape comparison.
