I do understand that Bro lived in that manner for so long; however I think that IC-ly as well, Dumbledore would have second thoughts on hiring someone if their personality wasn't suited to that of a teacher. Bro's got his heart in the right place and he's the skills, there's no doubt about it, but as I've mentioned before teachers really influence their students especially the younger ones. I feel that Dumbledore would speak up especially if Bro is not making an effort to hide his swearing over the journals.
Compared to when he first got here, there has been of course heaps of improvement! But I feel that given his appointment as an actual Professor and the standards Dumbledore has, Bro should at least be more aware of how things stand with his job. It would just seem strange for Dumbledore to ignore Bro's language. I know in canon Dumbledore lets Snape get away with bullying students, but Dumbledore did address these issues with Snape at least once. Snape was also somewhat a special case.
